Chapter 1 General Provisions
Article 1 These Regulations are formulated to strengthen the connection between members and the Society's organizations at all levels, standardize member development, services and management, and fulfill members' rights and obligations, in accordance with the China Association for Science and Technology's General Rules for National Society Organizations and the Constitution of the China Society of Image and Graphics (hereinafter referred to as the "Constitution").
Chapter 2 Membership Categories and Requirements
Article 2 Membership Categories
The Society's members are divided into Individual Members and Institutional Members. Individual Members include: Student Members, Regular Members, Senior Members, Distinguished Members, Honorary Members, Foreign Members, and Fellows. Institutional Members include: Group Member Organizations and Governing Council Unit Members.
Article 3 General Requirements
Professionals working in image and graphics or related scientific and technological fields, including research, development, application, industry, education, management, media, and services, as well as professionals from other fields with an interest in image and graphics, who acknowledge the Society's Constitution, submit an application form, and pay the membership fee as stipulated, may become Individual Members.
Institutions in the field of image and graphics or related areas, which acknowledge the Society's Constitution, submit an application form, and pay the institutional membership fee as stipulated, may become Institutional Members.
Article 4 Student Members: Graduate students or outstanding senior undergraduate students majoring in image and graphics or related fields. (Student Members do not have the rights to vote, stand for election, or participate in decision-making. A Student Member who meets the academic level of a Regular Member may apply to become a Regular Member upon approval.)
Article 5 Regular Members: Professionals working in image and graphics or related scientific and technological fields, including research, development, application, industry, education, management, media, and services, as well as professionals from other fields with an interest in image and graphics technology, application, and popularization.
Article 6 Senior Members: Professionals with over 10 years of experience in image and graphics or related fields, and at least 2 consecutive years of membership in the Society (membership duration as a Student Member counts at half rate), meeting one of the following conditions:
(1) Technical experts or managers who have made significant contributions or possess extensive practical experience in academia, engineering, or the discipline.
(2) Recipients of national or provincial/ministerial-level Science and Technology Progress Awards, Invention Awards, Natural Science Awards, or the Society's Science and Technology Achievement Awards.
(3) Authors of significant papers or works published domestically or internationally.
(4) Those holding important positions in enterprises or management with outstanding achievements.
(5) Those who have made significant contributions to the development of the Society.
Article 7 Distinguished Members: Senior Members with at least 5 consecutive years of membership in the Society, meeting one of the following conditions:
(1) Former Chairpersons, Vice-Chairpersons, or Secretaries-General of the Society, or Honorary Directors appointed by the Society.
(2) Those who have worked full-time for the Society for over 10 years with outstanding contributions.
(3) Professors, researchers, or equivalent professionals who have held their positions for at least 5 years, are enthusiastic about Society activities, and have made notable contributions and significant impact in image and graphics or related fields.
(4) Scientific and technical workers with over 30 years of experience in the image and graphics profession.
Article 8 Fellows: Professors, researchers, or equivalent professionals who have held their positions for at least 10 years, are enthusiastic about Society activities, and have made significant contributions and major impact in the field of image and graphics. Academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering who are members of the Society are exempt from the above restrictions. Fellowship is the highest academic honor of the Society.
Article 9 Honorary Members: Individuals who have made significant contributions to the development of the image and graphics discipline, or are experts with high academic prestige, and have made special contributions to the Society's work.
Article 10 Foreign Members: Foreign scientific and technical workers with considerable accomplishments in image and graphics or related academic fields, who are friendly towards China, willing to engage and cooperate with the Society, and actively promote exchanges and cooperation between the Society and international peers.
Article 11 Group Member Organizations: Legally established enterprises, public institutions, and relevant social organizations in scientific research, production, teaching, service, and management within the field of image and graphics or related areas, which possess a certain number of scientific and technical personnel, are willing to participate in and support the Society's relevant activities, and pay membership fees as stipulated.
Article 12 Governing Council Unit Members: As a senior category of Institutional Members, Governing Council Units must have been a Group Member Organization for at least two years, be independent legal entities established within China, be units with relatively high influence and representativeness in academia or industry within the image and graphics or related fields, and actively participate in and support the Society's relevant activities.
Article 13 The following individuals are ineligible for membership:
(1) Those who have seriously violated academic or professional ethics.
(2) Those deemed by the Society to have breached contracts or have poor credit records.
(3) Those who have seriously harmed the interests of the Society.
(4) Those serving criminal sentences.
(5) Those deemed ineligible upon review.
Chapter 3 Membership Application Procedures
Article 14 Individual Member Application Procedures
(1) Applicant submits the Individual Member application form.
(2) The Member Development and Services Committee reviews the application.
(3) Applicant pays the membership fee.
(4) Membership qualification review and activation:
Student Members, Regular Members: Qualification is granted upon meeting application requirements, paying the fee, and fulfilling other membership criteria.
Senior Members: Regular Members applying for Senior Member status must be self-recommended and obtain recommendations from at least two Senior Members or above. A review committee organized by the Member Development and Services Committee evaluates the application and determines qualification, notifying the Standing Council.
Distinguished Members: Application by the member. An evaluation committee organized by the Member Development and Services Committee conducts preliminary review, with results submitted to the Standing Council for approval.
Fellows: Nominated by Society Fellows or the Chairperson/Vice-Chairperson. A Fellowship Selection Committee organized by the Nominations and Awards Committee conducts the selection. Results are reported to the Nominations and Awards Committee and submitted to the Standing Council for approval.
Honorary Members: Recommended by the Standing Council and approved by the Council vote, granting the honorary title.
Foreign Members: Application by the member or recommendation by an Individual Member or branch of the Society. Reviewed by the Member Development and Services Committee and approved by the Council or Standing Council, reported to the China Association for Science and Technology for record.
Article 15 Institutional Member Application Procedures
(1) Applying institution submits the Institutional Member application form.
(2) Review by the Member Development and Services Committee.
(3) Institutional membership becomes effective upon approval and payment of the fee.
Group Member Organizations: Qualification is granted upon meeting application requirements, paying the fee, and fulfilling other membership criteria.
Governing Council Unit Members: Eligible Group Member Organizations may submit the "CSIG Governing Council Unit Application Form." Reviewed by the Organization Development Committee and approved by the Standing Council vote, membership becomes effective upon fee payment.
Article 16 Membership Renewal and Information Update
Membership is renewed upon fee payment within the stipulated period, as per Article 26. Members are responsible for updating personal information; failure to do so is their responsibility.
Continuous membership duration is calculated based on consecutive years of fee payment. Rejoining after termination restarts the duration calculation.
Chapter 4 Members' Rights, Obligations, and Services
Article 17 The Society distinguishes between members and non-members in service provision. Members have priority for free services and discounts for paid services. Services and benefits are announced by the Society.
Article 18 Members' Rights
Individual Members:
(1) Right to vote, stand for election, and participate in decision-making within the Society (excluding Student, Honorary, and Foreign Members).
(2) Discounted participation in Society and branch activities.
(3) Discounted or free access to technical reports or information services.
(4) Discounted or free receipt of Society publications.
(5) Right to criticize, suggest, and supervise the Society's work.
(6) Right to recommend Senior and Distinguished Members as per regulations.
(7) Right to apply for various Society awards as per regulations.
(8) Other relevant services provided by the Society.
Institutional Members:
(1) Discounted participation for employees in Society and branch activities.
(2) Discounted or free access to technical reports or information services.
(3) Discounted or free receipt of Society publications.
(4) Right to criticize, suggest, and supervise the Society's work.
(5) Right to apply for various Society awards as per regulations.
(6) Governing Council Units may appoint one full-time staff member as a Society Council member.
(7) Other relevant services provided by the Society.
Article 19 Members' Obligations
(1) Abide by the Society's Constitution and regulations.
(2) Pay membership fees as stipulated.
(3) Actively participate in and promote Society activities.
(4) Recruit new members for the Society.
(5) Contribute ideas and efforts to the Society's development.
(6) Promptly update personal information when changes occur.
Chapter 5 Membership Termination and Disciplinary Matters
Article 20 Membership will be terminated under any of the following:
(1) Member voluntarily withdraws by notifying the Society in writing and returning the membership certificate.
(2) Member engages in illegal activities and is legally penalized in their country/region.
(3) Violation of the Society's Constitution or these Regulations, seriously damaging its reputation or causing significant economic loss.
(4) Failure to pay membership fees within the stipulated period.
Article 21 Fees paid by terminated members are non-refundable. Reapplication for membership requires following Article 14 procedures, with membership duration recalculated.
Article 22 Members who seriously violate the Society's Constitution or regulations may be expelled upon Council or Standing Council vote. Membership is automatically revoked if a member is legally deprived of political rights due to criminal conviction.
Article 23 The Society reserves the right to demand penalties from members who seriously damage its reputation or cause significant economic loss, pursuing legal action if necessary.
Chapter 6 Membership Fee Management and Use
Article 24 Fee standards are determined by the Member Representative Assembly.
Article 25 Fee Payment Period
Student Members pay a one-time fee; membership expires upon graduation. Other registered members must renew within three months after expiration (Honorary Members are exempt). New members must pay within one month of approval; membership validity begins from the payment date.
Article 26 Fee Payment
(1) Fees can be paid through various channels provided by the Society.
(2) Upon receipt, the Society's finance department issues the uniform "Social Organization Membership Fee Receipt" printed by the Ministry of Finance.
Article 27 Fee Use and Management. Collected fees are managed by the Society's finance department and used per its financial regulations.
(1) Scope of fee use:
1. Member service costs: e.g., journal distribution, website maintenance, material mailing.
2. Society operational activity expenses: e.g., meetings of working committees, Council, Standing Council, subsidies for major Society events.
3. Other fee-based expenses: e.g., membership management, hosting member units.
(2) The Standing Council reviews the previous year's financial report at the beginning of each year.
(3) The Society annually discloses fee revenue and expenditure to members.
(4) Fee accounts are audited by an accounting firm designated by the Ministry of Civil Affairs.
Chapter 7 Supplementary Provisions
Article 28 These Regulations take effect upon approval by the Council (Standing Council).
Article 29 The Standing Council is responsible for interpreting these Regulations.
