CSIG Young Talent Project Measures

Chapter 1 General Provisions

        Article 1 To regulate and strengthen the implementation of the Youth Talent Lift Project (referred to as "the Project") of the China Society of Image and Graphics (CSIG), and in accordance with documents such as the "Management Measures for the Youth Talent Lift Project of the China Association for Science and Technology" and the "Implementation and Management Rules for the Youth Talent Lift Project of the China Association for Science and Technology (Revised)", the CSIG formulates these Management Measures based on its practical circumstances, aiming to select and cultivate outstanding young scientific and technological talents and build a core reserve force of high-level innovative scientific and technological talents for the country.

        Article 2 The Youth Talent Lift Project is a youth talent support project organized and implemented by the China Association for Science and Technology (referred to as "CAST"). It aims to discover and support a group of outstanding young scientific and technological backbones with high ideological and political quality, an innovative spirit, and the potential to become future leaders in science and technology, thereby contributing to the talent reserve in the field of image and graphics science and technology.

        Article 3 Individuals selected through the CSIG "Youth Talent Lift Project" will be eligible to participate in the selection process of the CAST Youth Talent Lift Project.

        Article 4 Each cycle of this Project provides stable support for three years. The project funding is determined according to notifications from CAST.


Chapter 2 Organizational Structure

        Article 5 To strengthen the standardized execution of this Project, a Selection Leading Group (referred to as "the Group") consisting of no fewer than five members shall be established. The leader of the Group shall be appointed by the CSIG leadership. The main members of the Selection Leading Group shall be jointly composed of the Youth Work Committee and the Nomination and Awards Committee, responsible for organizing and carrying out the selection of candidates for support.

        Article 6 A Peer Expert Review Working Group (referred to as "the Expert Group") shall be established. Relying on the expert talent database of the Society, the Peer Expert Review Working Group shall be formed according to the annual project situation to undertake the document review and final evaluation of project candidates.

        Article 7 The CSIG Secretariat, as the permanent body for this Project, is responsible for daily communication with the supported individuals, timely feedback on their difficulties and problems, and the implementation of support through the Society's platform.

        Article 8 The Secretary-General of the CSIG shall serve as the Project Leader. If the Secretary-General is indeed unable to serve, a designated Deputy Secretary-General may assume the role.


Chapter 3 Candidate Qualifications and Recommendation Channels

        Article 9 Candidate Qualifications:
        (1) Chinese citizens working within the territory of the People's Republic of China, engaged in basic theoretical research in fields related to image and graphics, or in tackling key technological problems addressing major national economic and social development needs, or in interdisciplinary frontier research, as well as outstanding talents capable of promoting the internationalization of China's image and graphics research and the integration of industry, academia, research, and application.
        (2) Members of the China Society of Image and Graphics (excluding student members).
        (3) Under 32 years old (calculated based on the actual age as of June 30 of the application year). The age limit for female candidates may be appropriately relaxed by 1-2 years.
        (4) Hold a doctoral degree.

        Individuals whose candidate eligibility has been previously revoked, former awardees of the Youth Talent Lift Project, awardees of the Ministry of Human Resources and Social Security's Postdoctoral Innovative Talent Support Program, the Startup Support Program for Returnees, and other national-level talent programs are not eligible for selection. Applicants applying concurrently for the Youth Talent Lift Project and the Postdoctoral Innovative Talent Support Program must actively choose one if selected for both and provide timely feedback. Failure to disclose this information will result in disqualification upon verification, revocation of the Youth Talent Lift certificate, and recovery of funding.

        Article 10 Recommendation Channels for Candidates. Candidates may be recommended by various branches of the CSIG or by experts.


Chapter 4 Project Implementation Management

        Article 11 Candidate Selection Process. The Society's selection process consists of three stages: formal review, document review and public announcement, and final review and public announcement.
1. Formal Review. The Secretariat completes the verification of candidate qualifications and materials.
2. Document Review and Public Announcement. The Expert Group evaluates the comprehensive capabilities of applicants, selects candidates to enter the final review, and announces candidate and expert information on the Society's official website.
3. Final Review and Public Announcement. A Review Expert Group consisting of no fewer than nine members is formed. Based on the number of project slots approved for the year, candidates for support are selected, and candidate and expert information is announced on the Society's official website.

        Article 12 Project Execution Process.
        1. After successful project establishment by CAST, the Society signs a three-year Youth Talent Lift Project cultivation agreement with the supported individual and the joint cultivation unit.
        2. The supporting mentor guides the supported individual in formulating cultivation plans and tasks, and executes specific support plans.
        3. The supported individual must formulate a personal growth development plan and a fund usage plan; actively implement the cultivation plan; provide timely feedback on personal growth progress to the Working Group; and complete relevant tasks assigned by CAST and the Society as required.
        4. Assessment and Evaluation. The supported individual must submit a final project report upon completion of each project phase. The final report includes an overview of work over three years, fund usage, and project performance. The Society assesses the growth of the supported individual. The supported individual must assist the Society in completing the project conclusion and acceptance procedures as stipulated by CAST.

        Article 13 Other Matters.
        1. Members of the Working Group and the Expert Group must strictly adhere to confidentiality and recusal systems. Experts who are immediate family members, close relatives, members of the same research team, or have a teacher-student relationship with the candidate under review shall not serve as selection reviewers. Experts from the same department or unit as the candidate under review, or those involved in direct project collaboration with the candidate, must temporarily recuse themselves during the review.
        2. All parties signing the agreement must strictly fulfill the obligations specified therein. If the supported individual violates academic norms or research integrity, changes jobs and leaves the original research field, or encounters other situations preventing normal contract execution; or if the joint cultivation unit fails to fulfill the funding support agreement, imposes requirements beyond the stipulated terms, or encounters other situations preventing normal contract execution, the Society will terminate the project according to the contract or agreement terms and pursue corresponding liability for breach of contract.


Chapter 5 Fund Usage and Management

        Article 14 Project funds are sourced from CAST allocations. Funds are transferred annually or remitted to the Society's account, from which the Society allocates funds annually to the supported individual's unit.

        Article 15 Project funds are used for various expenditures incurred during the academic growth of the supported individual, mainly including:
        1. Training Fees: Costs for participating in various training sessions to enhance personal quality, scientific and technological level, and management capabilities;
        2. International Exchange and Cooperation Fees: Expenses for participating in approved international academic exchange activities and conferences related to the research project, in accordance with national regulations for overseas travel;
        3. Conference Fees: Expenses for attending conferences related to the research project;
        4. Patent and Publication Fees: Costs for applying for patents, publishing works, and publishing papers;
        5. Materials and Supplies Fees: Expenses for purchasing books, materials, consumables, and research accessories related to the research;
        6. Service Fees: Personnel service fees and expert consultation fees for research work;
        7. Other expenditures related to the Youth Talent Lift work.

        Article 16 The supported individual is the primary user of the project funds, has the autonomy to allocate the funds, and must arrange their use reasonably in conjunction with the personal cultivation plan.

        Article 17 The Youth Talent Lift Project funds are grant-based and must be used exclusively for their designated purpose. The Society and the supported individual's unit must establish separate accounts for independent accounting of the project funds, and no management fees may be deducted.


Chapter 6 Supplementary Provisions

        Article 18 Matters not covered by these Measures shall be handled in accordance with the "Management Measures for the Youth Talent Lift Project of the China Association for Science and Technology" and the "Implementation and Management Rules for the Youth Talent Lift Project of the China Association for Science and Technology (Revised)".

        Article 19 The interpretation and revision of these Measures are the responsibility of the China Society of Image and Graphics.

        Article 20 These Measures shall take effect from the date of their revised release.
